She was born on September 2, 1938, in Nashville, Berrien County, Georgia to the late Bertha and Comer Robertson, living most of her younger years in the Allenville Community. She was of the Baptist faith having been baptized on April 8, 1952. Mrs. O'Steen attended the Ray City School for ten years and Berrien High School for 2 years, graduating in 1956. She retired in 1990, moving to the retirement home she and her husband built on the Suwannee River, living there until her death. She also owned the family farm in Georgia and was a member of the Hatchbend Volunteer Fire Department.

Mrs. O'Steen volunteered at the Lake City Medical Center in the Administrative offices, for 28 years where she made friends for life: Delores Brannen and Durelle Bailey. She loved working in her yards, making quilts and giving them to her family, friends, shut-ins, and donating them to nonprofit organizations for fundraisers. She loved traveling with family and friends, sometimes on a tour bus, seeing 46 states and the Panama Canal.

She will be deeply missed but what a legacy she has left. She was preceded in death by her husband of 48 years: Jimmy O'Steen, her parents, her sisters: Jimmy Faye Robertson Garrison and husband: Ralph, Wilma Robertson Tillman and husband: Ralph, two grandsons: Zackary Chase O'Steen and Jordan Daniel O'Steen.
